OPPS held a side event for the 10th Pacific Islands Leaders Meeting hosted by the Ministry of Foreign Affairs, entitled “Strengthening Pacific Bonds through Promoting Public-Private Partnerships (PPP) in Pacific Island Countries (PIC),” at The Prince Park Tower Tokyo on the afternoon of July 17th. This event is co-hosted by the Pacific Water and Wastewater Association (PWWA) and the French Embassy in Japan. Governments and PWWA officials and related companies from Pacific island countries and regions visited Japan, and together with representatives from the Japanese government and related organizations, it was an international conference attended by approximately 70 people. The Japanese government sent a video message from Prime Minister Kishida Fumio, which was screened at the beginning of the event. The PM says, the Japanese government adopted the “Policy for Strengthening New Partnerships with Countries in the Global South,” where PPP is positioned as a form of support for the first time. After the conference, an MoU was signed between OPPS and PWWA, in the presence of the Ministry of Land, Infrastructure, Transport and Tourism and the French Embassy. (Photo ©aya watada) Furthermore, in the morning of the following day, July 18th, a kick-off meeting was held with PWWA following the MoU signing. After confirming future information sharing and cooperation between the two parties, OPPS received an invitation from PWWA to an international conference to be held in September. OPPS will continue to build even stronger cooperative relationships in the future, with the aim of promoting public-private partnerships in the water supply and sewerage sector in Pacific island countries and regions. * This side event was held under the certification of the Ministry of Foreign Affairs as a commemorative event of PALM10.      

この度OPPSでは、外務省主催第10回太平洋・島サミット開催に際してサイドイベント「太平洋島嶼国（PIC）における官民連携（PPP）の推進を通じた太平洋の絆の強化」を企画し、7月17日の午後、ザ・プリンスパークタワー東京にて開催いたしました。PWWA（太平洋上下水道協会）及び在日本フランス大使館との共催です。太平洋島嶼国・地域から政府およびPWWA関係者や関連企業が来日し、日本側の政府および関連機関等とあわせ約70名が参加する国際的なカンファレンスとなりました。 我が国政府から岸田文雄首相のビデオメッセージを寄せて頂き、冒頭に上映いたしました。首相は「グローバルサウス諸国との新たな連携強化に向けた方針」の中で、初めてPPPを支援形態として位置付けたと発言されました。カンファレンスの後は国土交通省・フランス大使館立会いのもと、OPPSとPWWAの間でMoUが締結されました（写真©aya watada）。 また、翌7月18日の午前中にはMoU締結を受け、PWWAとのキックオフ会議を開催しました。今後の双方の密な情報共有・協力関係を確認し、PWWAからは9月に開催される国際会議への招待を受けました。OPPSは太平洋島嶼国・地域における上下水道分野の官民連携事業の推進に向けて、今後より一層の協力関係を築いてまいります。 ＊本サイドイベントは、外務省主催PALM10の記念事業の認証を受けて開催しました。

6月19日、フィリピン基地転換開発庁The Bases Conversion and Development Authority (BCDA)と、一般社団法人PPP推進支援機構（OPPS）のMOU調印式が東京で行われました。 冒頭で、国土交通省海外プロジェクト審議官の小野寺誠一様より来賓としてのご挨拶を頂きました。 BCDAの社長兼CEOヨシュア・ビンカン氏とOPPS理事の植村公一副会長が署名を行い、日本側から小野寺審議官とJOINの武貞社長、フィリピン側からはBCDAのトレス副社長が立会証人として署名しました。調印式の最後で、記念撮影を行いました。 今後はBCDAとOPPS間でフィリピンにおけるPPP・コンセッション事業への日本企業の参画に向けた協業を具体化してまいります。 BCDAビンカン社長とOPPS植村副会長 署名者全員の記念写真：左からBCDAトーレス副社長、BCDAビンカン社長、OPPS植村副会長、国交省小野寺審議官、JOIN武貞社長      

The Organization for PPP Promotion and Support (OPPS) held the 1st Joint Seminar with the PPP Center of the Philippines (PPPC) on February 14, 2024, the first joint seminar for OPPS members co-hosted by the PPPC and OPPS after a series of Kick-Off meetings and secretariat meetings based on the MOU signed in May 2023. This is the first joint seminar for OPPS members. The seminar meeting was conducted by Ms. Cynthia Hernandez, Executive Director of PPPC, Mr. Eleazar Ricote, Deputy Director of PPPC, and Mr. Kimikazu Uemura, Director and Vice President of OPPS. In addition to Mr. Onodera, Deputy Minister for International Projects who gave greetings and Mr. Ishikawa, Director of Overseas Projects Division, from the Ministry of Land, Infrastructure, Transport and Tourism, participants from Japan included JBIC, JOIN, JICA, NEXI, and the Japan Transport and Tourism Research Institute. The seminar was attended by nine OPPS member companies, making it a large seminar with a total of over 40 participants. The seminar consisted of a presentation by PPPC on the key points of the amendments to the Philippine PPP laws and regulations, and explanations based on concept notes on seven projects in a wide range of fields from the PPPC project database, followed by a lively Q&A session. The PPPC and OPPS will hold further discussions on these projects and provide support to OPPS members so that they can work toward the realization of their projects.
