On November 21, Vice Chairman Mr. Uemura participated as a committee member in the 2nd “Study Group on Railway Maintenance and Development Along Railway Lines” held at the Japan Transport Research Institute. Representative Director Yamauchi also participates in the study group as director of the Japan Transport Research Institute. Committee members are participating.

This time, the meeting proceeded with the administrative staff explaining the materials to be presented at the ASEAN seminar scheduled to be held next spring, and the committee members commenting on them. At the seminar, issues in urban railway development in ASEAN cities were extracted, items to be considered for railway development were organized, Japan’s technical and financial contribution measures were examined, PPP case studies and TOD (Transit Oriented We are planning to propose specific solutions to each urban traffic problem based on the utilization of the Development).

　11月21日、一般財団法人運輸総合研究所で開催された第2回「鉄道整備と沿線開発に関する研究会」に副会長の植村が委員として参加しました。同研究会には、山内代表理事も運輸総合研究所の所長として参加しているほか、学識経験者に加えて国土交通省、JICA、JOIN、URといった政府系組織や鉄道関連等の民間企業から委員が参加しています。

　今回は来春開催予定のASEANセミナーで発表する資料について事務方から説明があり、それについて委員がコメントを述べる形で会議が進行しました。セミナーではASEAN各都市の都市鉄道整備における課題抽出を行い、鉄道整備に向けた検討項目を整理のうえ、日本の技術的・財政的な貢献策を検討し、PPPの事例研究やTOD (Transit Oriented Development)の活用等も踏まえた各都市交通問題の具体的な解決策の提案を行う予定です。

　会員相互の交流と情報共有を目的としたOPPSフォーラムの第3回会合を11月19日にトラストシティカンファレンス丸の内で開催しました。正会員10社・準会員1社と、オブザーバーである国土交通省海外プロジェクト推進課から宮坂課長が参加されました。

　第2回フォーラムで頂いたご意見を踏まえ、冒頭で海外PPPプロジェクトの事例紹介（韓国の高速道路・フィリピン上下水道）を行いました。

　続いて、ASEAN（タイ・フィリピン）におけるPPP環境及び案件進捗状況について、中心となって取り組む会員企業から報告を頂きました。また、多くの会員企業が関心を寄せるスマートシティ・プロジェクトへの取組について説明し、意見交換を行いました。更に、海外の国際金融機関の取組として、米州開発銀行の概要を紹介しました。

　国土交通省からは「第3回 JAPANコンストラクション国際賞」の募集についてご紹介頂き、植村副会長からベトナムにおける有料道路コンセッションの状況について情報提供を行いました。

　参加した会員の皆様からは、特に海外PPPプロジェクトの事例紹介について有意義だったとの評価を頂きました。

　第3回のOPPSフォーラムは年明け1月21日（火）に賀詞交歓会とあわせて開催する予定です。
