Objective of the OPPS establishment

Though there are great demands of infrastructure business overseas, our country has not fully accumulated successful results in project formation, especially in the field of construction to expand business overseas.

One of the main reasons for this is unclear risks such as geopolitical risks or so-called country risks contained in the projects. In other words, selecting an appropriate project option for construction business overseas is especially difficult. Additionally, each governmental agency is having a hard time to effectively utilize the facilities or to acquire costs for renovation or construction of infrastructure system overseas, for this reason, there are more cases for agencies to apply PPP method for resolving this issue. One may argue that the PPP scheme will bring positive effect to promote better efficiency to conduct business with a country where project will take place, but on the other hand, business flow will become relatively more complicated than the past to reach agreements on projects. Taking these conditions into consideration, we establish OPPS to provide support for resolving the previously mentioned issue and to increase the feasibility to enhance the project formation overseas.
